METALWORK: CUTTING OUT THE DANGERS (GUEST POST)

The market for welding equipment and profile cutters has broadened considerably in recent years as such machinery become more affordable, less cumbersome and thus available to the majority of the population. The hazardous methods used to accurately carve shapes from metal sheets are now adopted equally by unskilled hobbyists working in their own home and heavy industries of mass production. The widespread availability and unregulated use of profile cutting machinery has exposed more people to harm. Looking at plasma cutting in particular, it is easy to see the dangers of this trade and the necessity of certain safety precautions which all users must adhere to. 

The Risks 

From arc-eye to smouldering debris on the skin, the dangers associated with plasma cutting are all extremely hazardous to anybody working in the vicinity. One serious risk is the fire hazard created by the arc of plasma which not only emits intense heat but also gives off sparks, which can land on nearby surfaces, clothing or skin. The arc also produces a bright glare which is damaging to the eyes. Molten metal and shards of freshly cut debris can be airborne and can burn or cut exposed skin. Then there are the fumes released by the metal during the process which can create an immediate choking hazard or more long term health problems. Any coating on the metal (ie. galvanised steel) must be removed beforehand as they produce truly toxic fumes. Finally, the extreme power output of a plasma cutter creates a high risk of electrocution. It certainly sounds like a risky business, but with the following precautions in place, profile cutting can be a safe and efficient way to manufacture cut metal. 

The Solutions 

Before starting any form of profile cutting, it is essential to inform any people in the vicinity that the equipment is being used so that each individual can take the necessary action to avoid harm. In industrial manufacturing, no unauthorised persons should be allowed to use a plasma cutter and it is essential that every operator undergoes appropriate training. Protective clothing and eye-wear is an absolute must for all machine operators. Goggles must provide unrestricted vision and movement while protecting the eyes from glare and debris. This means a suitably shaded, thick and unbreakable lens. Clothing must be full length to cover every inch of skin, fire resistant and without cuffs which could catch smouldering debris. It is essential to ventilate the room with fresh air or wear breathing apparatus where the fumes are likely to be intense. The risk of electrocution can be eliminated by being well grounded by wearing rubber soled boots and gloves as well as the standard welding gloves. There also must be no moisture or water around which could conduct electricity throughout the room. Finally, ensure that the plasma cutting machinery is placed as far from surrounding objects as possible to avoid sparks leaping to any material that could act as a fuel for fire.

In the workplace, the employer must ensure that these regulations are upheld to the highest standards to guarantee staff safety. At home, the individual is responsible for their health and ultimately their life, so such hazardous metalwork should not be undertaken lightly.

THINGS YOU MAY NOT KNOW ABOUT TRAINS – PART II

Occasionally, we hear about a train derailment, or the spill of a hazardous material from a train car.  Today, we will share typical instructions that are given to railroad personnel in case of such an occurrence.  First, the train crew should notify the train dispatcher of such a derailment and the location where the train crew will meet the emergency response personnel.  

SAFETY IS OF THE MOST IMPORTANCE.  (THIS MEANS SAFETY TO YOU, THE OTHER EMERGENCY RESPONSE PERSONNEL AND THE PUBLIC.) THE FIRE CHIEF IS IN COMMAND – DO NOTHING WITHOUT HIS AUTHORITY. 

As earlier mentioned, railroad authorities notify train personnel of such a derailment and the location of their crew. At the time the railroad company notifies the 911 dispatcher of a hazardous spill, the dispatcher must ask the railroad the location of the train conductor, who will have all the shipping papers in his possession. 

Know what you are dealing with first; do not get over anxious and go into an area with a derailed car that has hazardous material leaking.  Take note of the wind direction and which area should be evacuated first, should an evacuation be necessary.  Establish a command center at this point and notify all people involved with this incident of its location.  The evacuation should be handled by the local Police Department. 

It is the primary job of the railroad personnel to protect the public from fumes, fire or possible explosion that may occur from a hazardous material spill.  At some point the fire chief will determine if outside help (county, state, federal) is needed and notify the mayor to start the phone calls for assistance.  Containment and blockades will be the responsibility of the public works department. 

The spill area belongs to the emergency response personnel under the supervision of the fire chief until the proper hazardous material personnel arrive on the scene to take over.  The fire chief still remains in command of the area until such time as he and other specialists consider it safe.  Railroad personnel are highly trained and equipped for these situations, and should keep thing under control. 

If EMS personnel and ambulances are not immediately needed, they should wait in the immediate area of the command center and at the fire chief’s disposal.  Railroad company personnel should be equipped with the proper PPE (personal protective equipment) to ensure compliance with all safety requirements, as well as protection for their safety. 

In the event of an accident involving a train, there is no place for onlookers.  Keep a safe distance away, or find another route.

Construction Health and Safety: Working in Confined Spaces (Guest Post)

In the UK, the construction and maintenance industries remain consistently one of the largest employers, with the current figures showing that over 2 million people work in this industry every day. However, it is one of the most hazardous places to work, with construction workers facing a variety of risks and dangers as they carry out their tasks on a daily basis.  Therefore, without the correct education, training and awareness, working in this environment can be potentially dangerous. The Health and Safety Executive (HSE), the authority which lays down the health and safety law in the UK, gives regulations on a variety of construction areas to make sure that workers’ wellbeing and health is looked after properly by their employers.

When working in the construction and maintenance industry you may be faced with working in a confined space – especially if you work on the docks, or in the sewage or mining industries. In January of 1998, the Confined Spaces Regulation came into force in the UK, which set out the legislation surrounding Health and Safety in these circumstances.

The HSE gives the following definition of a “confined space”: any place, including chamber, tank, vat, silo, pit, trench, pipe sewer, flue, well or other similar space in which, by virtue of its enclosed nature, there arises a reasonably foreseeable specified risk (http://www.legislation.gov.uk/uksi/1997/1713/regulation/1/made). Due to the nature of the environment, it can be very dangerous to work in as there are many volatile characteristics to a confined space, for example, lack of oxygen, presence of gas or fumes, liquids which can suddenly rise in level or free flowing solids. With these risks present, there is no wonder that the HSE has a specific guidelines regarding working in a confined space.

The legislation states that every employer or self-employed person must ensure compliance with the regulations and the only way to do this is to make sure that those working in the environment understand the regulations and can recognise the risks involved in work of this nature. The issue with a large company is that you may not always be present to oversee the work, which is why a good education for your staff members is crucial – this is where construction training comes into the fray.

The confined space training course is one which is popular in the construction training category. On average, there are 15 fatalities each year following work in a confined space, and by ensuring that the HSE regulations are abided by, and that each and every worker, manager and supervisor is aware of their duties and how they should work this figure can hopefully be reduced.

A Construction Training Confined Space Course allows employers to ensure they are working within legislation guidelines, ensuring that their staff are trained in the risks which they may face when working in this environment. The courses are thorough and cover all elements from the definition of a confined space, to safe systems of work, how to identify hazards to safety equipment and form emergency procedures to access. You’ll usually find that there will be a short test at the end of the training session which is proof that you have digested and understood the information given to you.  It is also worth noting that there are different courses for the varying staff levels – from worker all the way up to site supervisors, as each has a different type of responsibility when working onsite.

Thanks, Rebecca, for sharing this important information with us.  OSHA also has the same description and regulations for persons workin in confined spaces.  There should always be someone present watching workers in case of emergency, and those workers should have the proper personal protective equipment, such as respirators, hardhats, and other safety items.
