ENSURE SAFETY IN GRAIN STORAGE BINS

While working with a flood cleanup crew in Minot, North Dakota, a quality assessment representative for the town was watching a private business owner and contractor assemble a group of workers to enter a grain storage bin.  Noting that there was no safety equipment present, and knowing the hazards involved,  the representative from Minot called an OSHA inspector in the area, who quickly arrived on the scene.  There was no retrieval gear for the workers, the atmosphere had not been tested, and no training in grain bin entry had been given to the workers.  Due to this intervention, a potential tragedy was prevented. 

Unfortunately, a terrible accident in Colorado in 2009, did not have the same results.  A 17-year-old worker lost his life in a grain bin.  The company pled guilty to violating OSHA regulations that resulted in the death of this young man.  There was a lack of safety and rescue equipment on site; however,  three teenagers entered the bins without the benefit of personal protective equipment, such as a body harness and lanyard.  The only instructions given to the crew were to watch out for one another and be careful.  Cody, the victim, was allowed to enter the bin despite knowing that the bucket elevator was not locked out and grain was flowing from the bin.  While inside the bin, he was engulfed by the flowing grain and sucked under, where his chest was crushed and he died of asphyxiation.  Despite the efforts of Cody’s co-workers, they were unable to locate and rescue him.  

The facts of the investigation revealed  that it was common practice for this company to hire high school-age teenagers from the local area.  These teens were assigned various hazardous tasks, which included bin entry, “Walking the Grain”, working in and around unguarded mechanical equipment, unsafe electrical devices, confined spaces, and exposure to explosive grain dust.  Employees regularly entered the bins to “walk down grain”, the practice of walking around the edge of a bin to dislodge clumps of grain while it was flowing from the bin, without the appropriate safety harness with lanyard.  A center-grain-unloading auger draws grain from the top center and the grain forms a cone as the bin is emptied. 

There are many deadly hazards of engulfment and suffocation while working inside grain storage bins.  Grain bins are used to store bulk raw agricultural commodities such as wheat, corn, and oats.  If workers stand on moving or flowing grain, it can be like “quicksand” and pull them under.  If they stand on or below “bridged” grain, it can collapse and bury workers.  Also, if they try to loosen grain, it can cave in on them.  OSHA’s Hazard Alert warns how workers can become engulfed in these bins, and lists precautions that employers must take to protect workers.  These include:

  • Disconnecting equipment that presents a danger;
  • Prohibiting workers from walking on the grain to make it flow;
  • Providing workers with personal protective and rescue equipment;
  • Requiring an observer outside the bin who is trained on how to perform rescue operations. 

In the case of the teenager who lost his life, the company paid $500,000 to his family, as well as fines to OSHA.  OSHA Assistant Secretary David Michaels stated, “This is a terrible tragedy that should never have happened.  Money won’t bring back this young man’s life, but we can make every effort to ensure that these tragedies don’t happen again.”  The company involved is required to implement safety provisions that include providing safety training and refresher training to its employees, and develop a procedure that includes harnesses and lanyards or similar safety equipment in anticipation of bin entry at any of its grain elevators.  If they violate any of these terms of probabion, they could be potentially liable for up to another $500,000 fine.

Parents: don’t hesitate to find out what kind of job your teenager is going to be asked to do.  It’s not worth taking a chance.  Companies should never gamble with their employees’ lives, especially when they put them in hazardous situations that are entirely preventable.

SAFETY TIPS FOR SENIORS (AND) EVERYONE! PART I

It’s very normal for us to be concerned with our safety as we age.  It’s natural that as we grow older, we take more risks with everyday tasks.  Here are some suggestions that you may have already thought of;  if not, let’s think about ways to make our lives safer.   Take a mental picture of your home, room by room.  Are there some changes we should consider making?  Things in my home that are hazards are loose rugs in my hallway.  If I continue to keep them, I should use double-sided tape or non-slip padding on the underside, especially at corners and center, to prevent them from slipping.  We know that slips, trips, and falls, are serious hazards for workers, as well as seniors. 

Continuing through your home: how about the living room/den?  Are they cluttered?  You should never leave anything on the floor where someone could trip.  Furniture should be arranged to provide clear, easy pathways.  Power and extension cords should be taped along the baseboards of walls to keep them out of the way.  If there are steps in the home, have a ramp or handrail installed.  Having a soft nightlight in each room would help us find our way in the dark.

Going into the kitchen, see if the items you use the most are stored on easy-to-reach shelves, between waist and eye level.  If the step stool is old (please, never use a chair), get a stepladder with handles for extra support.  Keep flammables, like cup towels away from the stove.  Don’t wear loose clothing around the stove while you are cooking.  If you don’t have a fire extinguisher, purchase one, and have the store representative show you how to properly use it. 

Bedroom: never tuck in an electric blanket if you use them.  This can cause overheating and result in a fire.  Heating pads should not be used in bed; if someone falls asleep with it on, burns can result, even at low temperatures.  Have a light near the bed within easy reach.  Install a nightlight between the bed and bathroom to avoid a fall in the dark. 

Accidental falls in the bathroom are a common cause of broken hips; apply self-adhesive non-slip strips to the bottom of the tub or shower.  Have a grab bar inside the shower; installing another one beside the toilet is advisable.  Accessible toilets, 3 to 5” higher than a standard seat, make it safer and more convenient.  It would be wise to have locks that can open doors from both sides. 

Stairway/Porch Steps: one of the most common sites of falls is the stairway, or on the porch.  Stay safe on stairs with light-sensitive night lights in unlit stairwells, hallways, and by placing light switches at doorways, and at top and bottom on stairs.  Railings should be installed for sturdiness on steps of porches.  Paint porches with grit to prevent slips.

 One last point: if you have pets, watch them when you have older visitors, if you are a senior citizen, or have someone living with you that needs a safe haven.  I had a very dear friend, 97 years old, who had always been very careful about falling, because she was a very tiny lady and concerned about breaking her hip.  While visiting, the owner’s large dog greeted her, and knocked her down.  The result was a broken hip, and she died from complications of the surgery.  (She sweetly said, “it wasn’t the dog’s fault!” )  Another first-hand accident I am aware of was when an 80-year old lady was tripped by a young cat.  She also broke her hip, and required weeks of therapy following surgery.  She was in her early 80’s, and survived.  Our animals don’t intend to hurt someone, but we must be vary careful to avoid these types of accidents.

SCISSOR LIFTS SHOULD BE HANDLED WITH CARE!

OSHA describes scissory lifts as machines that are “movable scaffolds.”  They can lift large, heavy loads that are well balanced, as well as employees, and are capable of moving them safely to and from high elevations.  There are several different safety requirements that apply to the maintenance and use of scissor lifts, because they are classified as heavy equipment. 

OSHA issued a hazard alert about the dangers of using scissor lifts to film events and functions.  These machines are commonly used to film events and functions of colleges and high schools, such as athletic and band activities.  High winds or bad weather; overloading the equipment with heavy objects; removing the guardrails during operations; and driving the lift on eneven or unstable gound can cause devestating accidents.  The alert recommends precautions to reduce the risk of these hazards. 

A 20-year old University of Notre Dame student employee was killed during a football practice while filming the football team from a scissor lift that was blown over by high winds.  The worker raised the lift more than 39 feet into the air on a day in which winds exceeded 50 miles per hour.  After investigating the incident, the Indiana Occupational Safety and Health Administration fined the university $77,500, and cited it with the most serious safety violation allowable under Indiana law.  It was reported that the student employee was not trained well enough to properly operate the equipment.  Hazards can be further reduced by training workers on how to operate scissor lifts properly, making sure that the scissor lift has a guardrail system for fall protection, and operating and maintaining the lift according to the recommendations of the manufacturer.

Employers can minimize scissor lift hazards by establishing safe work practices, including inspecting them before use; safely moving, positioning, and stabilizing the lift; selecting safe work locations; and identifying weather conditions that might delay use.  Other key safety practices include putting the scissor lift on a firm level surface, setting brakes and stabilizing the lift before raising it, and maintaining a 10′ clearance from electrical power sources and overhead hazards such as tree branches. 

Although scissor lifts are not enclosed, they are required to obey the same safety standards as scaffolding to ensure that employees do not fall from the lift while in use.  Guard rails should be placed around the perimeter of the lift, slip guards, and a lock must be engaged on the entrance to the lift platform while the lift is in use.  It should also be designed with an emergency stop button, both on the lift platform and with controls at the bottom of the lift.  This will allow either the worker on the platform or the lift operator to stop the lift in case of an emergency.  There should also be emergency brakes on the wheels.

SAFETY IN GRAIN HANDLING FACILITIES

Both employers and employees must know all the precautions to protect themselves against potentially hazardous conditions in grain handling facilities.  Grain handling facilities are those such as grain elevators, feed mills, flour and rice mills, dry corn mills, dust palletizing plants, soybean flaking operations, and the dry grinding operations of soycake.  Many safety and health hazards are associated with grain handling operations.  Suffocation and falls are the two leading causes of death at grain handling facilities.  Other risk factors are potential flash fires and explosions as a result of excessive amounts of airborne grain dust, and electrocutions and injuries from improperly guarded machinery.  OSHA issued the grain handling facilities standard (29CFR 1910.272) to reduce injuries and deaths in the grain handling industry.  This standard requires workers to be trained in the identification and control of grain handling hazards.  Health and respiratory hazards are also presented by exposures to grain dust and airborne contaminants. 

The most important facet of preventing health issues and injury risks in all industrial activities is proper training.  Prior to new employees starting work, when changes occur in assignments, or if employees are exposed to new or unfamiliar hazards – the proper training must be applied.  Also, when workers are assigned to infrequent, special, or suspected hazardous tasks (such as bin entry or handling toxic or flammable substances), they must have been trained correctly.  Specific procedures included are performing housekeeping, hot work, lockout/tagout, and preventative maintenance.  Grain handling facilities are required to implement a hot work permit system.  This type of work includes electric or gas welding, cutting, grinding, brazing, or any similar activity that produces a flame or spark.  The permit guarantees that the employer and operating personnel are aware that hot work is being performed and that accurate safety precautions have been taken.

 We have talked about confined spaces in previous articles.  In grain handling, there will be a necessity to enter silos, bins, and tanks.  As mentioned before, atmospheric testing in confined spaces is mandatory.  These tests must be conducted before entry (by experts) and continued until work is finished.  Ventilation, supplemented by the use of appropriate air supplied respirators, shall be provided when: oxygen levels are less than 19.5%. 

At home or work, it seems that housekeeping is extremely vital, especially so in industrial settings.  OSHA standard allows “a maximum accumulation of no more than 1/8 inch of dust in priority housekeeping areas of grain elevators.”  When this amount of grain dust accumulates, steps must be taken immediately for its removal.  All lockout-tagout procedures required by 29 CFR 1910.147 and OSHA standard should be observed when entering grain elevators or silos for maintenance.  If a person enters a bin, silo, or tank from the top, they must wear a full parachute-type body harness with a lifeline.  This holds the body vertical and in case of an accident, makes easier removal of the victim through small access hatches.  A well-trained and properly equipped attendant is required to maintain communication with the personnel in the confined area during the whole time, and to provide help when needed. 

Workers in grain handling face serious dangers of suffocation, entanglement, falling, fires, explosions, electrocutions, and injuries from improperly guarded machinery.  These dangers will be eliminated if employers implement a safe grain handling program, train their employees on the safe handling of grain, and both employer and workers carefully follow the procedures to ensure the safe handling of grain.  

As we reported earlier, in an article about the Top Ten OSHA violations and penalties assessed for 2010, Violation of (29 CFR 1910.272) Grain Handling Facilities came in at #9 on the most penalties assessed list.   At least 25 U.S. workers were killed in grain entrapments last year, and there were more grain entrapments in 2010 than in any other year since researchers at Purdue University began collecting data on the subject in 1978.  The following is a list of violations that received citations, many of them classified as serious, in 2010:

  • Failure to train in safety precautions and bin entry procedures;
  • No observer during bin entry;
  • No rescue equipment;
  • Not testing atmosphere in the space to be entered;
  • Failure to have deflagration controls for combustible dust;
  • Walk working surfaces without guarding in place;
  • Failure to safeguard employees from electrical hazards such as broken electrical conduits;
  • Lack of signage and hazard communication procedures;
  • Failure to evaluate work spaces for confined space entry permits;
  • No confined space entry program;
  • Non-entry retrieval system;
  • Lack of personal protective equipment;
  • Lack of electrical training;
  • Lack of combustible dust controls;
  • Failure to train employees in combustible grain dust hazards. 

All workers should have the assurance that these things are not going to happen to them; that their company would purposely do everything possible to guarantee a safe return home after their shift every day.  Let’s hope that 2011 will result in fewer violations and safer, well-informed and properly trained employees.

A MESSAGE TO YOUNG WORKERS

We want to share this important information with today’s young workers (those under age 25), to tell you how important you are to the future of your country!  We have compiled information from the U.S. Department of Labor and the Canadian Centre for Occupational Safety and Health.  The DOL’s Occupational Safety and Health Administration (OSHA’s) main role is to protect workers from workplace hazards that can cause a serious illness or injury, as well as Canada’s OSH.  Employers have the responsibility to follow established safety and health laws and common sense safety practices that prevent tragedy.  Why, then is this message so important to young people?  Because you are the new generation of workers, and we want you to work safely.  Some of our workers are as young as 15; others are high school students, or college students working part-time, while others are already working full-time.  

When you begin a new job, talk it over with your parents or someone you trust, especially if you feel you are being asked to do tasks that are unsafe.  Your parents need to know of any hazards associated with your job.  Canadian experts believe, as well as those in the U.S., that many young persons are put into the job without the proper training.  You can’t just walk onto the job and be expected to know exactly what to do without being taught the fundamentals.  You have the right to a safe workplace.  Although new jobs may be intimidating, don’t be afraid to ask questions, and don’t rush just to impress your new boss.  You may be running a piece of equipment that an older worker has run for decades; hopefully, he will be your mentor and teach you the safe way to run it. 

There are many resources that can help you understand the particulars of your job.  Some of the ways young workers may be injured are lifting objects, working at elevations, working with hot substances and objects, working with knives, operating mobile equipment or motor vehicles, working with food slicers, and /or working near running equipment and machinery.  Whether you are working in a food service industry, construction, warehouse, grocery store, or on a drilling rig, there are going to be hazards that you must be aware of and respect. 

In a letter from Dr. David Michaels, the Assistant Secretary of Labor for the Occupational Safety and Health Administration (OSHA), this sums it up, so please pay attention: (I added a few words in italics that I think are important, too. 

YOU HAVE A RIGHT TO A SAFE JOB!

YOUR RIGHTS ON THE JOB

Your employer must provide a workplace free of serious hazards.  Your employer must also:

  • Tell you the hazards and dangers of your job;
  • Inform you about the OSHA standards that apply to your workplace (in a language you understand);
  • Provide job safety training regarding workplace hazards and the required safety gear;  (personal protective equipment)(PPE). Always wear whatever PPE (e.g., gloves, safety glasses, hardhat, etc) as required; and understand how to care for it.
  • Tell you who to talk to if you have a health or safety question, and
  • Inform you what to do and who to talk to if you get hurt on the job. 

To help assure a safe workplace, OSHA provides you with rights to:

  • Receive information and training about hazards, methods to avoid harm, and OSHA standards that apply in a language that you understand;
  • Exercise your workplace safety rights without retaliation and discrimination; and
  • Ask OSHA to inspect your workplace.

WAYS TO STAY SAFE ON THE JOB

To help protect yourself, you can:

  • Report unsafe conditions to your supervisor, parent, teacher or other adult that can help.
  • Wear any personal protective equipment provided to do your job.
  • Follow the safety rules. Always think and act with safety in mind.
  • Never by-pass the safety features of equipment or take short-cuts.
  • Speak Up. Ask questions. Ask for help. 

Someday you will be the leaders of industry.  Learn all you can and do your best to be a safe worker by encouraging others to do the same.

PROTECTING WORKERS’ SAFETY AND HEALTH DURING RESCUE AND RECOVERY – PART I

Rescue workers and emergency responders are the first to arrive on the scene following a catastrophe, and often it is in unfamiliar surroundings and adverse weather conditions.  Rescue workers and emergency responders are ready to save lives and secure the environment to help protect the lives of those to follow.  Operations that they may be involved in include victim rescue or body recovery around piles of rubble and other debris, collapsed structures or near structural steel.  Hazards may exist at every twist and turn.  Many times, utility services are damaged, including downed electrical cables, overhead power lines, broken gas lines, compressed gas cylinders, or broken steam or water mains.  There may be piles of construction and all types of debris that workers are exposed to.  Service personnel from utility companies should be in charge of restoring power. 

Respiratory protection is very important to combat effects from breathing dust and hazardous atmospheres which may contain some, or all, of the following: freon, carbon monoxide, asbestos, carbon dioxide, hydrogen sulfide, ammonia, welding gases, airborne smoke and dust, and/or flying debris.  Respiratory assistance is also needed when entering confined spaces with limited openings from entry or exits.  If working in confined spaces, be sure that at least one person remains outside the space to monitor operations and can assist in an evacuation if necessary.  Rescue equipment and reliable communications, along with functioning alarm systems, are imperative in this type of situation. 

Hearing protection is necessary because of excessive noise from heavy equipment, rescue/ventilation, tools and generators that are used in these processes.  When heavy equipment is being operated, a spotter should be close by each piece of heavy equipment to protect rescue workers.  Workers should wear high-visibility safety vests to ensure that they are identifiable by other rescue and support workers.  Footwear should protect against sharp debris.  Safety glasses with side shields, at a minimum, are also necessary items of Personal Protective Equipment. 

Hand protection, of course, should always be worn, as there will be many potentially infectious materials present.  Sometimes it is important to use latex or nitrile gloves under heavy-duty gloves, which will protect the wearer from puncture wounds, cuts, or injuries that break the skin.  A combination of a cut-proof inner layer glove and a latex or similar outer layer is preferable. 

We will conclude with Part II of this article tomorrow.  There are other potential hazards and suggestions for safety that we want to pass on to you.  Our rescue, recovery, and emergency personnel are highly trained professionals and volunteers, and we feel it is important that the general public knows what they face during these trying times.

CLEANING UP AFTER A FLOOD IS NOT “CLEAN”

The Mississippi River has crested at 48′ at this time, and the main part of the city is safe, thanks to levees and walls that are holding firm.  Many residents in outlying areas, however, have been evacuated from their homes, which are now underwater.

If you have ever seen the remnants of buildings that have been flooded, you know that it is a huge mess!  Some that I have seen looked the same as if they had been ravaged by a tornado.  There are so very many dangers lurking for those rescue, recovery and volunteer personnel that we cannot emphasize enough the importance of precautions that should be taken to stay safe. 

After flooding, the strength of the waters may have moved and/or buried hazardous waste and chemical containers far from their normal storage places.  This is a risk for anyone who comes into contact with them, and should be handled only by the police or fire department.  Flooded areas may also contain electrical or fire hazards connected with downed power lines.  Extreme caution should be exercised with these particular hazards, which hold the potential for fires and explosions. 

Floods can cause sickness in those workers who come in contact with contaminated floodwater.  This can be caused by the disruption of water purification and sewage systems, overflowing of toxic waste sites, and dislodgement of chemicals previously stored above ground.  This being said, workers should be aware that floodwater can contain infectious organisms, which include intestinal bacteria such as Salmonella, Shigella, E.coli, Heptitis A virus, and agents of typhoid, paratyphoid, and tetanus.  It is important that workers’ tetanus shots are current.  Tetanus can be acquired from contaminated soil or water entering broken areas of the skin.  This is an infectious disease that affects the nervous system and causes severe muscle spasms, known as lockjaw. 

Pools of standing or stagnant water also become breeding grounds for mosquitoes, which can cause West Nile virus or other mosquito-borne diseases.  By wearing long-sleeve shirts, long pants, and using insect repellants, the threat of mosquito and other insect bites can be decreased.  Workers should also be alert for animals that have been displaced by the flood –  frightened, and prone to biting someone.  Seek immediate medical care for all animal bites.  (And be sure to watch for cottonmouth snakes, they have been seen often in the flooding Mississippi.)

Cleanup workers may need to wear special chemical resistant clothing and protective goggles.  They should also have on plastic or rubber gloves, boots, and other protective clothing needed to avoid contact with floodwater.  In addition to toxic and chemical wastes, agricultural wastes may be in floodwater.  Children should never be allowed to play in floodwater.  All toys recovered must be disinfected. 

All water should be considered unsafe until local authorities announce that the public water supply is not dangerous.  Keep an adequate supply of safe water available for washing and potable water for drinking.  Do not use contaminated water to wash and prepare food, brush your teeth, wash dishes, or make ice.  If you are unsure about the safety of a food or beverage, throw it out.  

The U.S. Army Corps of Engineers provides emergency personnel to assist with restoring power and other tasks in disaster areas.  Their engineering expertise is used for inspecting and assessing damage and clean up in disaster areas.  They recommend that workers wear appropriate life-saving equipment, such as vests, when working around deep water or where the currents are swift.  

This is a very unpleasant job for all persons concerned, especially those who citizens who have watched their homes and property disappear right before their eyes.  We hope that those who have been warned to leave will do so, and seek shelter until it is safe to return, and know that help is on its way.

THERE ARE MANY KINDS OF “GREEN JOBS”

If you are interested in making a difference while improving our environment, a “green job” may be just the thing for you!  More and more types of jobs are opening up that offer new ways of furnishing energy, and conserving the natural resources that our earth offers.  Some “green jobs” have been around for a while.  Safety measures must be taken to protect the workers, just the same as in any other job. 

Recycling may have been one of the first ways that we began to think about ways to use things more than one time.  I remember my grandmother would rinse out little plastic bags, hang them on a little line by the sink with a clothespin to dry, and reuse them.  Saving aluminum foil was another way of recycling, a long time before the word “recycling” became popular.  Now, recycling has become a big industry.  Metal scrap recycling is a huge business that processes  in the U.S. alone, 56 million tons of scrap iron and steel, which includes 10 million tons of scrap automobiles.  Scrap copper, lead, zinc, stainless steel and smaller quantities of other metals are processed on an annual basis.  Ferrous scrap metal contains iron, and nonferrous metals do not contain iron.  There are ways to recycle just about anything these days – paper, bottles, and cans, to name a few. 

Since 1985, the percentage of waste recycled in the U.S. has doubled, and this trend will likely continue.  Turning materials that become waste into valuable products brings big financial, environmental and social returns to the country.  As this industry continues to grow, so do the number of available jobs, and each presents its own safety and health risks.  The most common causes of illness in this industry are poisoning from lead or cadmium, skin diseases and respiratory conditions due to inhalation of toxic agents.  Some incidents may be caused by contact with an object or piece of equipment, overextension, or exposure to a harmful substance.  Whether serving as a volunteer to do recycling, or working in that particular field, there are certain types of personal protective equipment that should be worn -from gloves, respirators, goggles, safety glasses, hardhats, to protective clothing, depending on the specific job. 

Weather Insulating/Sealing is another type of “green job.”   Weather technicians update old or inefficient residential or business structures to make them energy efficient.  Their tasks may include installation of fans, blower doors, energy-efficient windows, weather stripping, sealing and caulking.  They must be safety and environmentally conscientious.  Their jobs may require them to crawl into confined spaces, climb ladders, and use power hand tools.  Various types of weathering include blow-in and spray-on applications.  Persons seeking these jobs should have a certain amount of training in order to apply these materials to product specifications in order to achieve proper weatherization.  Because these applications and materials include working with fiberglass, cellulose, spray polyurethane foam, polystyrene, and latex sealant, workers should be provided with the proper respiratory protection, adequate ventilation, and training in first aid.  Some of these materials are flammable, so extreme precautions should be taken.  Other materials can cause asthma and allergic reactions in some individuals. 

Those who work in “green jobs” are making our world more environmentally friendly.  They must follow the same safety procedures and policies as those in other jobs.  We have described some of the “green jobs” that are improving our lives.  Support these by recycling, conserving energy, or trying something new that is “earth friendly.”  We all can do more by teaching our young people to appreciate the earth, and keep it beautiful.  Look around, and notice how many persons are picking up  trash on highways, or cleaning up after a sports event.  If every person would do their own little “green job”, we wouldn’t have to ask others to do it.  We have a saying in Texas, (as you know), “Don’t Mess With Texas.”  Why don’t we have a new theme, “Don’t Mess With Our EARTH!”  (It’s the only home we have!)

As countries strive to develop newer energy sources, “green” jobs have emerged.  We hope you have read our articles on wind energy, solar power, green roofs, and biofuels.  Two more fields that we will talk about are Hydrogen Fuel Cells and Geo-Thermal Energy.  Working in either of these jobs present the same risks that we see in many other occupations.  

Fuel Cells use hydrogen in producing electricity, and electricity is generated as long as this hydrogen fuel is supplied to it.  A fuel cell is an electrochemical device that produces electricity without combustion.  In 1839, Sir William Grove invented the first fuel cell.  Knowing that water could be split into hydrogen and oxygen by sending an electric current through it (electrolysis), he theorized that by reversing that procedure electricity and water could be produced.  His primitive fuel cell was called a gas voltaic battery.  Fifty years later, scientists coined the term fuel cell while attempting to build a more practical model to produce electricity. 

A fuel cell provides a DC (direct current) voltage that can be used to power motors, lights, and any number of electrical appliances.  Fuel cells compete with many other energy conversion devices, including the gas turbine in a city’s power plant, gasoline engines in cars and batteries in laptops.  Combustion engines like the turbine and gasoline engine burn fuels and use the pressure created by the expansion of the gases to do mechanical work.  Batteries convert chemical energy back into electrical energy when needed.  Fuel cells should do both of these tasks more efficiently.

Typical hazards that workers in the Hydrogen Fuel Cells industry are exposed to include:

  • Fire and explosion – hydrogen is flammable gas and must be handled properly.
  • Freeze burns – liquid hydrogen is very cold (-423°).
  • Electrical – arc flash hazard or electrocution. 

Geo-Thermal Energy is rapidly growing throughout the United States.  We recover the heat as steam or hot water  from within the earth’s core, and  use it to heat or cool buildings or generate electricity.  It is a renewable energy source because heat is continuously produced inside the Earth.  Certain geothermal energy systems pump water underground through piping, allowing it to be heated by the earth, and then use the hot water to create electricity.  Temperatures hotter than the surface of the sun are continuously produced inside the earth by the slow decay of radioactive particles, a process that happens in all rocks.  Other methods of recovering the earth’s heat is by drilling directly into the Earth’s natural geothermal reservoirs, using the resulting steam and hot water to create electricity.  Some systems use a brine or saltwater solution while others use glycol.  These solutions may pose hazards of their own to workers. 

Hazards associated with this growing industry include some very familiar safety issues that OSHA already has standards on:

  • Trenching and excavations – soil for heat transfer may not be best for stable trenches.
  • Silica – silica sand is a basic component of soil, sand and granite.  It becomes airborne as workers chip, cut or grind objects that contain crystalline silica.  Silica dust is a serious hazard.
  • Electrical –   Workers should use same safe practices as in other electrical fields.
  • Welding and cutting – the same hazards that welders face in any pipe-fitting or welding projects – burns from hot metals, and exposure to ultraviolet light from arc welding.
  • Fall protection – open trenches, excavations, and pits should have guardrails or barriers, safety nets, or personal fall arrest systems. 

We understand that workers must have all the proper personal protective equipment needed to match the perils of each particular job.  Personal protective equipment required for these jobs include gloves, safety glasses, hardhats, particulate respirators, and other products, (including the proper gear for welders), as determined by the contractors’ safety engineers.  

While green jobs help to improve the environment and we are grateful for technology to develop other energy sources, some commonly known workplace hazards exist, while others are yet to be identified.  As green jobs progress into excellent energy resources, safety still must be a priority for the workers performing their duties.

GREEN JOBS ARE VERY IMPORTANT

With the state of the economy in the United States, it is very important that we search for and support those who are developing important strategies in creating clean and renewable energy.  By investing in clean energy, industries can create thousands of new “green” jobs.  It’s already taking place throughout the country.  By laying the foundation for young generations, the people who work in “green” jobs are forging a new way of life for all of us.  

Solar energy is a growing sector for green energy and green jobs.  Two viable solar energy sectors are solar electric and solar thermal or solar water heating.  By concentrating solar power, solar energy is converted into electricity using photovoltaics.  PV systems are the most common and use semi-conductors and sunlight to make electricity.  Solar water heating systems include direct and indirect (Glycol) systems and are determined mostly by climate. 

Worker’s health and safety hazards exist in installation, manufacture, and maintenance of solar energy.  Workers must understand how to protect themselves from the hazards involved, and employers must protect their workers from these hazards.  OSHA’s Electric Power Generation, Transmission, and Distribution Standard (29 CFR 1910.269), covers the safe work practices and worker training requirements.  Although solar energy is a growing industry, the hazards are not unique.  Some of the hazards that workers in the solar industry may face are: 

  • Crane and Hoist Safety.  Cranes must be inspected and used properly.   
  • Electrical hazards;
  • Lockout/Tagout;
  • Falls;
  • Heat/Cold Stress.  Workers often work in hot weather where hazards include dehydration, heat exhaustion, heat stroke, and death.  Workers should be monitored by the employer and trained to identify and report symptoms of any heat-related illness.  They may also be exposed to cold weather conditions and should be protected from such conditions. 

Wind energy is another important “green” job.  In our part of the country, these huge “windmills” are popping up everywhere!  These turbines generate electricity from wind, and are being installed all across the nation.  Wind energy workers face many of the same hazards as those in the solar power industry:

  • Confined spaces. If the employee is working in a space large enough to enter and perform assigned work, but is not designed for continuous occupancy by the employee, and has a limited or restricted means of entry or exit.
  • Falls;
  • Lockout/Tagout;
  • Crane and Hoist Safety;
  • Electrical
  • Heat/Cold Stress. 

Of course, the hazards and risks of any particular job require the use of personal protective equipment right for the job.  Those working in solar energy or wind energy fields may require using safety glasses, hard hats, head protection, gloves, respirators, or other PPE. 

“Green” jobs offer work to those who are already trained in specific occupations – such as welders, electricians, and construction workers.  Besides helping our country be more environmentally conscious, these jobs provide new careers with livable wages.  We must put our fellow Americans back to work.  Most of the hazards we have described are commonplace to many occupations.  Training and educating employees in these jobs is a very important part of our future.  Regardless of having a blue-collar job, white-collar job, or “green” job, risks exist, and it is the responsibility of the employer to fulfill its obligation to provide their workers with a safe environment.
