ENSURING THAT EVERYONE UNDERSTANDS SAFETY

Safety Meetings and Safety Training are conducted to keep you safe while you earn your pay.  But what if these meetings were presented in a language that you didn’t know?  America has always been known as a Melting Pot, with immigrant workers coming from all over the world.  Many of them are from disadvantaged countries, and work in seasonal jobs such as agriculture.  Others work in construction, mining, and industries with high mortality rates.  Some are machine operators, assemblers, cleaners, and helpers.  Limited English proficiency may be a direct contributor to workplace injuries or fatalities. 

OSHA has a history of requiring employers to train their employees in a manner that they understand.  If they don’t speak English, then preparation for their job tasks, as well as safety and health training, is to be conveyed in the language that they understand.  If the employee’s vocabulary is limited, training must account for that limitation.  Simply telling them to read training materials will not satisfy the employer’s obligation.  OSHA also requires employers to verify that employees have acquired the knowledge and skills for which they have been trained; i.e., lockout/tagout, respiratory protection, bloodborne pathogens, etc.

Having worked for an oilfield construction company in West Texas several years ago, I know there were many of our employees that didn’t understand or speak English, and were dependent on their Spanish-speaking supervisors to instruct them.  They worked hard for minimum wage, and did a good job.  But there were injuries, as well.

The National Institute for Occupational Safety and Health shares these examples of how they are working to improve problems that immigrant workers face:

§ The NIOSH Fatality Assessment and Control Evaluation (FACE) program identifies and studies work-related injury deaths, with the goal of identifying effective prevention measures.
§  Through on-site investigations, NIOSH and cooperating states collect detailed circumstances for select incident types, including deaths of Hispanic workers since 2002.
§ Targeted research programs focused on the construction and agricultural sectors, both of which employ a disproportionate share of immigrant workers. 
§ An occupational health disparities program, which is conducting research on the causes and prevention of occupational health disparities including those experienced by immigrant workers. 
§ A Spanish language website and translation of several NIOSH publications into Spanish.
§ An innovative information and communication effort with the Spanish-language television network Telemundo and other partners, in which construction safety messages were incorporated dramatically into a widely watched prime-time series, and supplemented with a public service announcement and a special website.

 
Companies and their supervisors are responsible for the safety of all workers, must understand the hazards of their job, as well as the importance of wearing Personal Protective Equipment, and how to take care of it.  If employees see a co-worker that is at risk, regardless of a language barrier, or any other reason, they need to reach out and help.  That way, everyone stays safe!

THINGS TO KNOW ABOUT RESPIRATORS, PART I

You may not work in an environment where you need a N95 Particulate Respirator; however, in the United States, there are an estimated 5 million workers in 1.3 million workplaces that are required to wear them.  Because respirators are recommended by OSHA’s Respiratory Protection Standard to control occupational diseases caused by breathing air contaminated with gases, vapors, fumes, sprays, mists, sprays, fogs, smokes, and harmful dusts, there are many important things to understand about them.  OSHA requires Fit Testing for all employees that are required to wear light-fitting respirators; workers should be allowed time to learn how to properly put them on and know that they have the proper fit.

A respirator is a Personal Protective Equipment device that is worn on the face and covers at least the mouth and nose.  They protect the worker in two ways, one by removing contaminants from the air- Air Purifying Respirators.  Second, Air Supplying Respirators protect by supplying clean, breathable air from another source.

One of the most commonly used NIOSH-approved respirators is the N95 respirator.  The approved regulation defines the N95 as a filter class that removes at least 95% of airborne particles during “worse case” testing using “most penetrating” sized particles during testing.  Filters meeting such criteria are given a rating of 95.

Here are the different types of respirators:

Filter Class              Description

  • N95, N99, N100:    Filters at least 95%, 99%, 99.97% of airborne particles. Not resistant to oil.
  • R95, R99, R100:    Filters at least 95%, 99%, 99.97% of airborne particles. Somewhat resistant to oil.
  • P95, P99, P100:    Filters at least 95%, 99%, 99.97% of airborne particles. Strongly resistant to oil.
  • HE (High Efficiency Particulate Air):    Filters at least 99.97% of airborne particles. For use on PAPRs only. PAPRs use only HE filters.

Two of the most common styles of respirators are the cup style (preformed type) and flat fold type.  The elastomeric respirators have a molded facepiece, which uses replaceable filtering cartridges.

If an employer has told you that respiratory protection is needed because of inhaling hazards from airborne particles, it is important that you understand the importance of selecting comfortable, well-fitting PPE that you will be wearing 8 to 12 hours per day.  Although they furnish the PPE, it is up to you to be sure that you are compliant and inspect your protective equipment prior to wearing it every day.

FACE MASKS IN HIGH DEMAND

As the World Health Organization has raised the Pandemic Influenza (Swine Flu) threat to Level 5, pharmacies, medical suppliers, and others who sell face masks, respirators, and hand sanitizers are seeing a skyrocketing demand for such products.  There is a shortage of masks in Mexico, so many U.S. areas with large Mexican-American or Mexican populations (parts of Texas, California and the Chicago area) are seeing sales of large quantities, which will be sent to family and friends in Mexico.  Masks that the U.S. government is sending to Mexico are for first responders only – paramedics, police, and firefighters.  Individuals must purchase theirs.

In West Houston, Spring Branch Medical Supply had a run on face masks and hand sanitizers.  According to the Houston Chronicle, one of their normally slow-selling items became their hottest-seller.  People were lined up outside the door waiting to make their purchases.  Home improvement outlets, drug stores, and medical supply stores are almost completely sold out throughout Houston.  The Ft. Worth Star Telegram reports that local pharmacies have indicated supplies of surgical masks are depleted and on back order.  Harris Methodist Southwest Hospital pharmacy director stated that they were out of masks by Tuesday; however, their supplies should be replenished in a few days.  CVS Caremark, the biggest U.S. drugstore chain, said sales of face masks rose drastically on their website.  Walgreen, the U.S.’ second-largest drug chain, also reported an increased number of sales of face masks.

Elsewhere, in New Zealand, a demand for face masks has been ignited by this international scare.  Although there have been no reported confirmed cases in England and France, manufacturers and pharmacies are reporting sharp increases in the demand for face masks.
In Paris, a chemist at Pharmacie des Halles told CNN: “if you see a masks supplier, please send him to me”.  Suppliers are struggling with the demand in order to be prepared to handle an outbreak, should one occur.  In the Singapore airport, Watsons outlet has seen their demand for face masks jump ten times the normal range.

Production of face masks and respirators has been stepped up worldwide.  Respirators shield the user from biological contaminates, and face masks are designed to help prevent the spread of contaminates from the infected person.  They also keep persons from touching their noses and mouths, spreading germs they may have come in contact with from touching contaminated surfaces.

PROTECT YOURSELF FROM WILDFIRE HAZARDS

The recent Texas and Oklahoma fires and their smoke created several health dangers, including serious respiratory ailments.  Smoke from wildfires contains a mixture of fine particles and gases from burning trees and plant materials.  Smoke irritates eyes, the respiratory system, and can aggravate heart and lung disease.

Protective actions are:

  • Limit exposure to smoke,
  • Pay attention to air quality reports,
  • Consult your physician if you have asthma or lung disease.

Other health problems include: coughing, scratchy throat, irritated sinuses, chest pain, shortness of breath, headaches, runny nose, and stinging eyes.  At risk are older persons, especially those with heart and lung problems, and children, who breathe more air per pound of body weight than adults, and are outdoors more frequently.

It is advised that you do not depend on the paper dust masks commonly found at hardware stores, which are designed to trap large particles.  Particulate respirators (N95) are “air purifying respirators” because they clean particles out the air as you breathe, and offer more protection, if properly worn.
Chemical cartridge/gas mask respirator, powered air purifying and self-controlled breathing apparatus are more sophisticated types of respirators.  SCBA is the respirator used by most firefighters, which use their own air tank to supply fresh air.

If you plan to build/remodel your home located in a wild land area, be aware there is a very real threat of wildfires.  Protecting your home is your responsibility.  You need to know the fire resistance of your home, topography of your property, and nearby vegetation.  FEMA suggests that you consult your local fire department, emergency management office, forestry service for information about fire laws, building codes and protective measures.  You should be familiar with these codes and weed abatement ordinances for structures built near wooded surroundings.

Everyone living in these areas should know what their community’s ability to respond to wildfires will be, and plan several escape routes in case roads become blocked.  Every person should be ready at all times to evacuate in an emergency.

MT REDOUBT, CONTINUED

Scientists at the Alaska Volcano Observatory have been closely watching Mt. Redoubt, an active volcano in the largely volcanic Aleutian Range, since the end of January, when geologists recorded a sharp rise in earthquake activity.  In a recent AP release, (March 23)

The Alaska Volcano Observatory said there have been five eruptions since from Sunday (March 22 through Monday, March 23), which spewed ash nine miles into the air, floating down into communities north of Anchorage.  The Observatory also stated that this type of activity could indicate that it is creating a formation called a lava dome.  Volcanologist Peter Cervelli said that such a formation could collapse, causing mudflows and more ash plumes.

Citizens of Alaska are not unfamiliar with these occurrences, and usually have advance warning in order to be prepared for the eruption of a volcano.  Ash fall from the Alaska volcanoes are tiny parts of rock and glass, which can cause severe injury to breathing passageways, eyes, nose, and open wounds.  The ash can also cause damage to equipment and vehicles.

As with any natural occurrence, we encourage persons in the area to be prepared the best way possible, by:

  • Having a first aid kit ready
  • Staying inside as much as possible
  • Wearing face masks
  • Covering face with wet cloths, if masks unavailable
  • Wearing goggles, especially over contact lens
  • Keeping fresh supplies on hand, i.e., water, food
  • Closing windows and vents to chimneys.

Following most eruptions, the possibility of short-term minor discomforts such as nasal and throat irritation, coughing, wheezing, uncomfortable breathing, skin irritations, and painful itchy eyes are typical results, rather than more serious health problems.  However, persons who suffer from respiratory ailments should take extra precautions to be prepared.

Working with Power Tools?

When using power tools, the proper personal protective equipment should always be worn.

These tools are classified by their source of power: electric, pneumatic, liquid fuel, hydraulic and powder-actuated.
Safety tips when using the types of tools listed are:

  • Electric – Electric shock is the most hazardous threat, and proper grounding is extremely important. Wear gloves and safety footwear when using electric tools.
  • Pneumatic – Powered by compressed air, i.e., drills, hammers, sanders, require that eye, head and face protection be used.   When operating jackhammers, safety glasses, shoes, face shields and hearing protection from noise are necessary.
  • Liquid Fuel – Usually powered by gasoline, which sometimes creates vapors that can explode or burn.  If using this type of equipment in inside areas, respirators should be worn.
  • Powder-Actuated – These tools operate like a loaded gun, and should be operated only by specially trained persons.  Face, ear and eye protection need to be worn.
  • Hydraulic – Fire-resistant fluids must be used to run this equipment, with the exception of insulated sections of derrick trucks, aerial lifts and tools used on or around energized lines.  Jacks, lever and ratchet jacks, screw jacks and hydraulic jacks should be properly inspected before use and immediately after.  Appropriate personal protective equipment should be worn.
